This article aims to analyse collaboration status on the rural development project followed by residents in rural fishing area seeking to influence on Eochongye of a strong sense of community. As Eochongye is the main agent of public waters management in rural fishing area, The residents belong Eochongye share with fishing ground and have exclusive license using fishing ground. For such a reason The people belong Eochongye has a strong sense of belonging. There is a possible that this factor was affected on promoting Eochongye-oriented development project. therefore this article attempt to clarify to Eochongye influence over development project with the residents`` the satisfaction and participation. In order to look for the actual conditions in rural fishing village it was investigated in the 100 Eochongye. The data used in the analysis is 577 questionnaires. Analysis showed that leading role on the project was Eochongye and after the project is complected, especially in the early stages of planning this tendency is strong, in addition to the residents belong to Eochongye was higher than non-Eochongye at ratio to participate in the operating program. At the most of satisfaction fields, the people belong to Eochongye is higher than non-Eochongye. while the main factor affecting the Eochongye is a improving income levels, non-Eochongye is affected by the non-economic drivers. Development project in rural fishing villages was centered upon Eochongye in this respect. Presenting to improve the unfair, All people in rural fishing area should carry forward the project, and for the sake of helping unfavorable the residents to compose the matching-funds, it is needed to support funds of non-Eochongye and improve the exclusivity of Eochongye.

The Study starts from the recognition that the justice theory in public administration has not been able to deal properly with such new phenomena as identity politics and multiculturalism, as it has persistently focused on the problem of redistribution as the key area of social justice. As a way of introducing the cultural perspective into the discussion of justice in public administration, this study attempts to analyze the recognition theories of Axel Honneth and Nancy Fraser, particularly emphasizing their different epistemological and moral standpoints. Although both scholars insist on the need to embrace recognition perspective when studying the preconditions of social justice, they differ in terms of whether redistribution and recognition have an independent importance in establishing justice theory and whether moral right has a priority over ethical goodness, or vice vera. After delineating the commonalities and differences of both theories, I will suggest we need a more comprehensive perspective which not only overcomes the theoretical weaknesses of respective theories, but also brings to light the unobserved, unnamed, and excluded dimensions(people) that both theories fail to recognize.

The purpose of this study is to identify factors of social capital affecting satisfaction and community spirit of residents participating in a local festival. Data were collected from 189 residents of punggi village participating in ginseng festival in 2011. Path analysis was conducted by using SPSS 12.0 and Amos 18.0 in order to examine validity of measurement and testify the hypotheses and the research model. As a result, four factors were extracted from social capital, such as network, trust, participation and norm. Among social capital, trust and participation influenced civil satisfaction and civil satisfaction influenced community spirit of the residents who are participated in the local festival. This study suggests that it is important for residents to construct a variety of opportunities of social capital, such as trust, participation, to increase civil satisfaction and community spirit. It implicated that social capital affected the aspects of integration and development of the local community.

The purpose of this study is to find the factors affecting urban sprawl in Korea and China and to determine the similarities and differences between them. This study employed statistical analysis, including correlation and multiple regression analysis in order to do this. The major findings are the following. In the case of Korea, some cities show a very high degree of urban sprawl while some show decreasing urban sprawl. There is a wide range of trends in Korea though urban sprawl is not as serious as expected. The trend is slightly different in China, although urban sprawl is still occurring at a high rate. Korea has more cities becoming more compact. It is not the case in either Korea or China that urban sprawl is caused by the condition of developed roads in contradiction to American cases where urban sprawl has been expedited mainly through the development of highways. This is also related to the close relationship between professionals and urban sprawl (more in the case of Korea than China) as more professionals may want to enjoy both urban and rural life simultaneously by using more roads. Housing price is closely related to urban sprawl in the case of China, but weakly so in the case of Korea. Mobility is closely related to regional gross production in China, but is closely related to aging population and professionals in Korea.

Organizational red tape is often described as pathology of bureaucracy, the evil of public organization, or ineffective rules or procedures. The existing researches focused on red tape of public organizations. Very little empirical research has been concerned about red tape of Korean nonprofit organizations. This study assumes that nonprofit organizations have a considerable level of red tape because they heavily depend upon public organizations and their works also have a high level of publicness. This study conceptualizes red tape as complex and unnecessary procedures, excessive hierarchy, administrative delays, and burgeoning paperworks. In addition, multidimensional nonprofit performance is conceptualized as efficiency, customer satisfaction, resource acquisition, and publicness. This empirically tests the impact of red tape on performance in Korean nonprofit organizations. The result suggests that complex procedures and administrative delays are negatively associated with organizational performance.

In this study, the school steering committee is evaluated and the factors influencing over the measured performance are identified; and then the policies are proposed for the rebirth of a successful school council. For this, a study model was established, consisting of 8 independent variables: the representative in the aspect of the election of committee members, representative in the aspect of operation by committee members, the expertise of committee members, the attendance of committee members, the speech frequencies of committee members, principal``s view on open school operation, the supports from educational agencies and local communities and 4 dependent variables : school``s autonomy, school``s democracy, school``s uniqueness, the effectiveness of school education. To empirically verify the causal relationships among variables, the teachers and the committee members of 6 elementary schools, 3 middle schools and 1 high school in two cities of Gyeongnam, and 6 elementary schools, 3 middle schools and 1 high school in 2 Guns, are sampled.

The purpose of this study is to analyze the effects of aging population on local government revenues and expenditures. To do it, this paper conducts a substantive analysis of 15 metropolitan cities and provinces and 216 local governments(city, county, autonomous district) for 11 years from 1997 until 2007, with the tool of a panel regression model. The results of the analysis are summarized as follows. First, the aging population rates have the positive effects on independent revenues(local tax, non-tax revenue) and dependent revenues(local shared tax, subsidy). The impact of aging population on local government revenues has greater effects on dependent revenues, especially local shared tax than dependent revenues. Second, it is analyzed that the advanced aging rates have positive effects on general administration expenditure, social development expenditure, and economic development expenditure as the annual expenditure categories of local public finance. In particular, the impact of aging population on local government expenditure has greater effects on social development expenditure than general administration expenditure and economic development expenditure. Third, the results of these empirical analysis reveal that increasing aged population in local government may cause the fiscal dependence to central government and the imbalance between local government revenue capacity and expenditure demands of local finance. Fourth, the metropolitan cities and provinces are more substantially susceptible to the influence of aging population on revenue and expenditure of local public finance, in the structural terms of administrative class, compared with the local governments(city, county, autonomous district). Finally, as to the effects of advanced population on local public finance, metropolitan city have much more influences on revenue and expenditure, compared with rural areas (provinces). Meanwhile, urban type local governments exert much more positive effects on revenue, compared with the rural type local government whereas rural type local governments have more positive effects on expenditure, compared with the urbal type local government. Therefore, increasing aged population in local government may undermine the fiscal capacity of rural type local government(county), compared with the urban type local governments(city).

This research firstly examines the relationship between the organizational commitment and professional commitment of the researchers, and secondly explores the major determinants of the managerial system and professionalism in the 13 Korean governmental think tanks. The size of the questionnaires responded and collected was 210 responds, and analyzed through the multiple and stepwise regression methods. The research result shows that i) researchers are less satisfied with current incentive mechanism, job autonomy, and self-control autonomy, whereas they are more satisfied with current managerial system and working environment; ii) the doctorate-holder researchers showed a higher satisfaction level than non-doctorate-holder researchers in both organizational and career commitments; iii) the major determinants of career commitment were job calling mind, public service mind, and working environment, whereas those of organizational commitment were managerial system, working environment, and public service mind; and iv) the career commitment and organizational commitment showed a positive relationship with career commitment being the important determinant of organizational commitment, and managerial system and professionalism influence significantly in the process of the career commitment helping organizational commitment as intervening factor.

The purpose of the paper tried to find the failure factors and search for an effective deliberative governance model from the case of Gulpochun-basin Sustainable Development Council. As a deliberative mechanism, the Council was introduced to build a consensus to resolve the conflict around Gulpochun and Kyongin Canal Project which was very fierce between conservation and development. For more than one year, the Councie, however, could not reach to an agreement from the Council members even if the introduction of the Council was the product of agreement to resolve the conflict with a consensus-building process. This paper found several failure factors : polarized composition of participation, lack of reciprocity, limited open of discussions and contents, problematic groundrules, self-reinforcing interpretation on given information, unlearning, high level of distrust among the members. In terms of governance design, this paper suggests a desirable deliberative governance for consensus building based on the failure factors.

The objective of this study is to find the personality types of undergraduate police administration students using the Myers-Briggs Type Indicator(MBTI)``s classification scheme. The subjects were 276 university students in Gwangju-Jeonnam areas of Korea. The data was collected from October through November, 2011 and analyzed by using SPSS Win. package. The data demonstrated preferences for introversion(I) over extraversion(E), for sensing(S) over intuition(N), for thinking(T) over feeling(F), and for judging(J) over perceiving(P). The four dominant personality types were ISTJ(13.8%), ESFJ(13.8%), ESTJ(10.5%), and ISFJ(9.8%) which accounted for 47.8%. The major decision making styles were SF(31.9%) and ST(65.1%), and action styles IJ(33.7%) and EJ(31.9%). In relation to the temperament types, the most frequent type was SJ(47.8%). Based on the results, the implications of these findings, limitations and directions for future research were discussed.

Digital Budget and Accounting System(DBAS) is an integrated financial management information system that performs all financial processes online and connects financial systems of various government agencies and public entities to produce meaningful integrated information. The system has been fully operated since January 1, 2007. DBAS integrated the previous system such as FMISys and NAFIS and added new systems such as project management system and performance management system. The system embodies fiscal reforms in public finance management, including program budgeting, accrual basis accounting and performance management. DBAS is not conceptualized as monolithic entity but as complexes composed of the sub management systems. DBAS may be institutionalized as a result of linkage of sub management systems. Three ways are suggested to make the linkage: budget management system and accounting management system; budget management system and performance management system; accounting management system and performance management system. And project management system should be hub of the systems.

This study is to find the influence of managerial characteristics of voucher program for improvement service of child cognitive ability on service quality and customer satisfaction, and to explore the policy implications for the development of voucher programs in the delivery of Improvement Service of Child Cognitive Ability(ISCCA). The important findings of this study are as following. The important variables of influencing on service quality are ⅰ) select-ability of service customer for service providing institution, ⅱ) select-ability of service customer for service time, ⅲ) oversight of service providing institution, ⅳ) market competition among service providing institutions, ⅴ) information availability of service customer, ⅵ) the customer of large city, and ⅶ) the customer of more than 120% level of minimum living conditions. The most influencing variable of service satisfaction of ISCCA is service quality. In addition to this, administrative oversight over service providing institution, select-ability of service customer for service time, and the customer of lisf than 120% level of minimum living conditions are important. According to the results of this study, it is necessary for improvement of service quality to secure the select-ability of service customer for service providing institution and service time, to induce the internal oversight of service providing institution, to make the market competition higher by low market share, and to improve the information availability of service customer. Finally, for the improvement of service satisfaction, it requires making administrative oversight over service providing institution, and securing the select-ability of service customer for service time as well as improving efforts of service quality.

The purpose of this paper is to examine design of green tape`` concept in the positive function of bureaucracy. Public organization scholars over the past decade have shed significant light on red tape in ineffective rules. It employs the analysis of contents of answers in interview on bureaucrat in the local bureaucracy. According to the result of the analysis, the findings are summarized in two points. First, this paper argues that condition of rule effectiveness depends on the combined presence of professional knowledge and limited discretion of bureaucrat, with a consistent application and document of a rules. Second, it is proposed that there is a necessity for doing a theoretical study and measurement of green tape`` concept, with an approach to positive function of bureaucracy.
